About

I'm an economist and regulatory consultant with a PhD in Economics and more than a decade of independent advisory work on network industries — the energy, transport, and infrastructure systems that societies depend on. My work sits at the intersection of regulation, market design, and decarbonisation, drawing on deep knowledge of Türkiye's institutional environment and its links to European policy.

Across technical-assistance and advisory projects — for bodies including the EBRD, Turkish ministries, and EU research consortia — I've supported regulatory readiness assessments, carbon pricing and decarbonisation analysis, feasibility studies, and multi-stakeholder capacity-building programmes. I combine rigorous quantitative work (econometric modelling of large datasets in Python) with the practical craft of policy: engaging stakeholders, facilitating workshops, and turning analysis into recommendations decision-makers can act on.

Alongside consultancy, I helped establish the Istanbul Centre for Regulation (IC4R) and served as managing editor of the peer-reviewed journal Competition and Regulation in Network Industries, working closely with the Florence School of Regulation.

    Technical-assistance and advisory work on regulatory frameworks, market mechanisms, decarbonisation, and capacity building in network industries, with a focus on energy and transport. Support across stakeholder engagement, survey design, workshop preparation, policy discussions, and capacity-building activities with public authorities, industry, and international project teams.

  2. 2018 – 2025

    Manager & Senior Researcher

    Istanbul Centre for Regulation (IC4R) · Türkiye

    Key contributor to the establishment of IC4R, a research institution recognised for excellence in competition and regulatory studies. Led policy research and advisory work on regulatory frameworks, market design, and institutional governance, and planned and delivered international conferences and forums on decarbonisation and digitalisation in network industries — in close collaboration with the Florence School of Regulation.

  3. 2018 – 2024

    Managing Editor

    Competition & Regulation in Network Industries (SAGE) · Network Industries Quarterly

    Led the editorial process for a peer-reviewed journal on governing and regulating complex socio-technical systems — energy, transport, telecommunications, water, and urban systems. Coordinated joint publication efforts between IC4R and the Florence School of Regulation, and acted as guest editor and contributing author.
